PANAJI: Over 50 years after the state’s inaugural land survey in 1972, the government is set to initiate a new land survey this month aimed at updating land records and issuing urban property cards (UrPro) to landowners.
The survey will begin in three municipal areas, including the Corporation of the City of Panaji (CCP), and the Margao and Cuncolim municipal councils. Unlike the first manual survey, this will utilize digital tools.
The Goa (National Geospatial Knowledge Based) Land Survey of Urban Habitations Rules, 2025, has been established to facilitate this initiative.
Under Secretary (Revenue-I) Vrushika Kauthankar stated, “When a land survey is mandated by the government under Section 56, the Directorate of Settlement and Land Records will issue a general notice to the inhabitants, inviting homeowners, mortgagees, residents, as well as individuals residing abroad, to provide information to the survey officers to ensure accurate measurement and recording of rights.” The survey of government land in the respective areas has already been completed, and the focus will now shift to private land.
Kauthankar added, “The inquiry officer will hold an inquiry to determine individuals’ rights, titles, and interests concerning the surveyed lands and will consider any suggestions or objections submitted.” Following this, a draft UrPro will be prepared based on the inquiry officer’s decision or any final orders from appeals or civil suits.
Once the inquiry is finished, the draft UrPro, containing comprehensive details, will be available for public inspection for 30 days at designated locations decided by the Directorate of Settlement and Land Records.
“Should anyone have grievances regarding the draft UrPro, they can file an objection within 30 days after the inspection period concludes. This can be done by submitting a written objection to the inspector of surveys and land records or inquiry officer in the relevant jurisdiction,” she explained. “The entries in the draft UrPro will be confirmed if no objections are received within the specified timeframe.”
