Goa RERA Orders Aansav Realty to Deliver Flat, Pay ₹15L Fine


PANAJI: The Goa Real Estate Regulatory Authority (RERA) has instructed Aansav Realty and Infrastructure Pvt Ltd, based in Margao, to finalize a sale deed and transfer possession of a 137sqm flat in the Aansav Verde project at Varca to Sonia Singh Bhardwaj, a buyer from Gurugram, within 60 days. The RERA determined that the developer had unlawfully canceled her allotment and neglected to deliver the apartment, which was due over seven years ago.

RERA member Vincent D’Silva mandated the developer to pay a penalty of Rs 10 lakh for violating the RERA Act and an additional Rs 5 lakh to the complainant for costs. Both amounts are to be settled within two months; otherwise, further legal actions will be pursued. The authority reminded the woman to clear any pending dues to facilitate the handover of the flat.

Bhardwaj had initially booked the 137sqm flat on the first floor of Block P of Aansav Verde for a total of Rs 53 lakh in 2015. The developer was supposed to deliver possession by July 2018, three years post the first payment, as specified by Supreme Court regulations. However, they only secured the completion certificate on November 21, 2025, and the occupancy certificate on December 4, 2025.

The authority concluded that the developer’s cancellation of the allotment letter in March 2023 was invalid and groundless. Communication via WhatsApp between the developer’s sales manager and the complainant’s husband as recently as February 2025 reaffirmed an outstanding balance of only Rs 8.9 lakh.

The developer argued that Bhardwaj was an investor rather than a genuine homeowner, a claim that RERA dismissed.
