Goa Owners Must Pay Circle Rate to Regularize Structures



PANAJI: Goans wishing to legalize structures on government or comunidade land will need to pay according to the minimum land price set by the state government. Chief Minister Pramod Sawant announced on Sunday that property owners will be charged based on the circle rate.

The cabinet has discussed the rate for regularizing structures under the ‘Majhe ghar’ scheme. A cut-off date of 2014 has been established for this regularization process.

Currently, the minimum land price varies across different talukas. Some ministers advocate for a single rate for regularization, while others point out disparities where lower prices in certain talukas lead to reluctance in paying higher rates.

The cabinet has deliberated on this proposal but has yet to reach a conclusion. Further discussions regarding the rates for each taluka will occur in the next meeting.

The state government aims to finalize these rates quickly, as Union Home Minister Amit Shah is set to launch the ‘Majhe ghar’ scheme on Saturday.

A senior official mentioned that all minimum land prices for each taluka will be presented during the next cabinet meeting, with a final decision needed before printing the forms for regularization.

To legalize unauthorized structures up to 1,000sqm in urban areas and 600sqm in rural areas, the government has modified the Goa Regularization of Unauthorised Construction Act, 2016. According to this act, the maximum built-up area eligible for regularization varies: 200sqm for personal residences, 100sqm for commercial use, 250sqm for mixed residential-commercial use, and 400sqm for institutional purposes.

Previously, amendments were made to allow the regularization of unauthorized constructions in orchards and cultivable lands under Eco-Sensitive Zone-II. The government has been periodically extending the application deadline for those seeking regularization of unauthorized constructions.

As dictated by the act, individuals who constructed unauthorized structures before February 28, 2014, are eligible to apply.
