Goa Housing Board to Use PPP/JV for Residential Projects Completion

PANAJI: The Goa Housing Board (GHB) plans to finalize stalled residential projects via joint ventures or public-private partnerships (PPP). They will hire a consultant for transaction advisory and developer selection.

Chairperson Jit Arolkar stated, “We will complete all incomplete projects either through joint venture or PPP.” The board will first finish a partially constructed residential complex at Porvorim, which is already 50% complete, with an approved architectural design in place.

The project site is located in a prominent residential area in North Goa, offering excellent connectivity to Panaji, Mapusa, and the National Highway. Its proximity to schools, hospitals, markets, and urban amenities makes it appealing to potential buyers, according to the GHB.

The selected developer will oversee the completion of remaining construction, including finishing, services, and infrastructure, based on approved designs under the joint development/PPP structure.

The consultant will perform a thorough review of the project’s current status, verifying completed work against approved designs and assessing remaining tasks, including civil works, internal finishing, MEP services, landscaping, amenities, and external infrastructure.

The consultant will also conduct a market study and demand assessment based on interactions with key stakeholders and data analysis.

The GHB is set to develop private orchard land in a profit-sharing arrangement with landowners. Interested private landowners must possess a minimum land area of 50,000 sqm to enter a joint venture with the GHB. The developed plots will be auctioned for local residents, while the remaining plots will be given to the landowner.

The GHB aims to pursue all future residential and commercial projects through joint ventures, ensuring quality construction for the people of Goa.
