To address this challenge, UPSIDA introduced a revised industrial policy in 2020, aimed at liberating land parcels within industrial zones to foster smaller industrial clusters. Many of these parcels have remained locked due to the closure or decline of existing industries.
“When land was allocated for industries by the erstwhile UPSIDC in the 1970s, plots were large, sometimes as big as 50 acres. Over time, many large businesses became obsolete or went bankrupt,” Satyarthi explained. “While plot allocations for industrial units cannot be revoked, a significant portion of many large plots remains unused. Hence, we crafted a new policy to establish new land banks.”
Approximately 300 acres of unused land are trapped within these obsolete industrial units. The new policy not only allows owners to recoup lost investment but also facilitates the growth of small industries on this land.
In the last two decades, no new industrial clusters have emerged in Ghaziabad as UPSIDA’s land bank has been depleted. Despite rising demand for land for new industries, this initiative is set to rejuvenate the industrial landscape.
