NAGPUR: On Thursday, approximately 70,000 families in Marathwada, including Chhatrapati Sambhajinagar and the Rajura area of Chandrapur district, experienced significant relief as the long-standing issue regarding ‘Madat Mash’ inam lands was addressed.
The Legislative Assembly unanimously approved the ‘Hyderabad Inam and Cash Grants Abolition (Amendment) Bill, 2025′ (Bill No. 101). This legislation grants free regularization of residential houses built on these lands, providing full Occupant Class-1 ownership rights without any associated premium or nazarana.
Revenue Minister Chandrashekhar Bawankule introduced the Bill, noting that under the 1954 Act, these lands were classified as Occupant Class-2 (new and impartible tenure), which limited the ability to transfer or borrow against them. “Previously, occupants had to pay either 50% or 5% of the market value to regularize such lands, which deterred many,” he stated.
Under the new regulations, individuals who have been using the land for residential purposes without prior permission from the collector are eligible for free regularization, provided they can present a registered sale deed or another official document, granting them full Class-1 status.
During discussions, NCP (Sharad Pawar) leader Jayant Patil raised concerns, asking, “Is this Bill intended for a select few or developers? Temple and deity lands are being encroached upon and sold – is this an effort to protect them?” In response, Bawankule clarified, “This Bill is strictly related to ‘Madat Mash’ inam lands and does not extend to temple or deity lands. It applies to 97 survey numbers in Chhatrapati Sambhajinagar, 10 in Jalna, 10 in Rajura (Chandrapur), and territories in Parbhani, Nanded, Hingoli, Latur, and Dharashiv districts.”
Shiv Sena (UBT) MLA Bhaskar Jadhav emphasized the hardships faced by Konkan fishermen regarding their unregistered ancestral lands. MLA Manisha Chaudhary voiced concerns over delimitation issues in Koliwadas and gaothan areas in Mumbai. Bawankule assured that positive actions would be taken to grant gaothan status to structures in Konkan and resolve issues in Mumbai.
Several MLAs contributed to the Bill’s debate, including Jayant Patil, Arjun Khotkar, Vijay Wadettiwar, Deorao Bhongle, Kishor Patil, Balaji Kalyankar, Chandradeep Narke, Bhaskar Jadhav, Shekhar Nikam, Manisha Chaudhary, Suresh Dhas, and Kailas Patil, highlighting essential points on its implementation and scope.
