DEHRADUN: The Dehradun district administration has filed an FIR against a seller and a buyer for allegedly engaging in the illegal sale and purchase of court-prohibited land in the district.
According to officials, the case involves seller Sikandar Singh, a Rajpur resident, and buyer Kharati Lal Kukkad from Zirakpur, Punjab. They are accused of selling a 0.76-hectare plot in Aamwala Tarla in October 2025 using forged documentation.
Officials noted that a complaint presented to the administration indicated that the land was under a ban imposed by the RM Lodha Committee of the high court but was still registered by hiding essential facts. This land is reportedly categorized as restricted due to its connection to PACL (Pearls Agro Tech Corporation Limited).
In a police complaint, Deputy Registrar Riya Verma stated that the seller and buyer failed to disclose whether the property belonged to PACL, misleadingly declaring it as “clean” during registration. This led to the deed’s registration under the Registration Act of 1908.
After reviewing the complaint, officials scrutinized the documents and found that the khasra numbers listed in the deed indeed belonged to PACL, violating relevant provisions of the Registration Act. Consequently, the mutation request was rejected in December. Earlier this month, the buyer argued that the transaction was legitimate.
Officials reported that the deal took place despite the land being under dispute and against court orders. The plot also allegedly links to assets of Golden Forest, which are under multiple restrictions. The administration has moved to cancel mutation orders.
Given the seriousness of the situation, the Dehradun sub-registrar’s office is also being investigated. Officials warned that stringent actions would be taken against anyone involved in violations of court orders and fraudulent land transactions.
