NEW DELHI: The Delhi government has initiated the process to revise land circle rates in the city and is inviting public suggestions on this matter, officials announced on Wednesday.
The last revision of circle rates in Delhi occurred a decade ago in 2014.
“The Government of NCT of Delhi is currently revising the circle rates (minimum property valuation rates) for various property categories across Delhi,” stated a circular released on Wednesday by the revenue secretary and divisional commissioner.
This revision aims to align the notified rates with current market conditions and promote transparency in property transactions, the circular noted.
The notification encourages public feedback and suggestions on the revision process within the next 15 days, according to a senior government officer.
“Once we receive and analyze public feedback, we will propose revised circle rates, with the entire process expected to conclude in the next couple of months,” he added.
For feedback submission, individuals can refer to the existing notification from March 14, 2008, regarding Minimum Rates (Circle Rate) for Agricultural and River Bed Land, as well as the notification from September 22, 2014, concerning minimum rates for land and property valuations.
Interested parties, including individuals, resident welfare associations (RWAs), industry bodies, property owners, and other stakeholders, can submit their suggestions via email at “suggestionondelhicirclerates@gmail.com” within the 15-day window, as indicated in the notification.
The revision process was initiated under the previous Delhi government but remained incomplete for various reasons, even as market rates for properties soared in the capital.
The circle rate represents the minimum rate at which land or property can be sold and registered.
The existing circle rates for property valuation for stamp duty payment under the Indian Stamp Act are categorized into eight types (A-H) based on the level of civic infrastructure available in those areas.
The current circle rates range from ₹7,74,000 per square meter for ‘A’ category to ₹23,280 per square meter for ‘H’ category localities.
The rates for other categories are: ₹2,45,520 for ‘B’, ₹1,59,840 for ‘C’, ₹1,27,680 for ‘D’, ₹70,080 for ‘E’, ₹56,640 for ‘F’, and ₹46,200 for ‘G’.
Circle rates for land used for public utilities (schools, hospitals), industrial, and commercial purposes are determined using a multiplying factor, which is 2 for public utility and industrial land, and 3 for commercial land.
As per available data, the agricultural land circle rate was last revised to ₹53 lakh per acre by the Delhi government in 2008, officials confirmed.
In June this year, Delhi Chief Minister Rekha Gupta announced the formation of a committee led by the divisional commissioner to oversee the circle rate revision.
This committee will prepare a report based on current market conditions and property values, which will serve as the basis for the revised circle rates, officials stated.
