Delhi CM calls for builders to adopt public-private partnerships


NEW DELHI: Chief Minister Rekha Gupta has assured the real estate sector that the government will require two years to address the capital’s developmental backlog from the past decade.

“We encourage industry members and developers to present PPP models for the creation of state-of-the-art hospitals, schools, shopping malls, and infrastructure, with the government providing full policy and financial support,” stated Gupta.

Speaking at the National Real Estate Development Council (NAREDCO) conference, which announced its 17th national convention scheduled for August 29–30, 2025, in New Delhi, she emphasized, “Our vision is to transform all slums in Delhi into permanent housing. We also request the industry to develop a roadmap for managing AQI levels through parali-processing units. Our goal is to simplify the licensing system, enabling strong collaboration between the state and industry to elevate Delhi into a high-tech capital.”

With a “double-engine government,” Gupta asserts, “We will drive Delhi toward double-digit growth, securing a prosperous future for its residents.”

Niranjan Hiranandani, NAREDCO chairman, remarked, “Urban planning is now pivotal to India’s economic strategy. Given that construction contributes significantly to carbon emissions, the real estate sector must transition from traditional to smart and sustainable models by incorporating green materials, energy-efficient planning, and integrating smart infrastructure.”

He further noted a current shortage of 20 lakh skilled workers in the construction industry, projected to increase to 50 lakh within the next five years. “It’s crucial for stakeholders in the real estate sector, along with various state and central governments, to collaborate and bridge this gap to achieve our growth targets,” he stated.

Hiranandani also reported a 10% growth in the real estate sector for FY25, with expectations of a 15% increase in FY26. However, he highlighted a 15% decline in home sales within the affordable housing sector as a significant concern. “State and central governments, along with builders, must collaborate to address this issue,” he urged.

G Hari Babu, NAREDCO president, emphasized, “We need to streamline the approval process and reduce the time taken, benefiting the entire sector. We request that various government departments leverage available technology to enhance the overall process.”
