Crores-Worth HSVP Plots in Panchkula’s Sector 21 Become Dumping Ground

PANCHKULA: Prime residential plots in Sector 21, Part 3, developed and auctioned by the Haryana Shehri Vikas Pradhikaran (HSVP) for millions of rupees have been shockingly converted into an unofficial dumping ground for horticulture and construction-demolition (C&D) waste, allegedly by vehicles from the Municipal Corporation and private contractors.

According to reports, HSVP was responsible for development in the area after auctioning the plots to buyers last year, with some yet to be auctioned. However, following this, the development authority seemingly halted its activities, allowing private contractors to exploit the absence of oversight.

Some residents hold the Municipal Corporation accountable for the garbage disposal, which the MC denies. Local contractors and residents claim the area has become a dumping site, with waste from various parts of the city being dumped here without any monitoring from either HSVP or the MC.

Residents and property owners have voiced significant concerns about the misuse of this valuable residential land.

“These plots have depth, so the extensive waste dumped here isn’t very visible. Those who purchased these plots for crores will find it difficult to remove the debris and refill the ground with soil. How can a developed residential area be treated like a dump? There are no checks in place,” said Sandeep Kumar, a nearby resident.

A considerable number of plots in the area contain this waste. “The plots were auctioned for substantial amounts, with a 6-marla plot fetching Rs 3 crore,” he added. Rohan Dogra, another resident, expressed, “Seeing horticultural and C&D waste here has led the public to start dumping solid waste as well. Some even burn it, causing a foul smell in our homes. We demand immediate action to stop this dumping and restore the area before irreversible damage occurs.”

An official from HSVP stated, “The garbage was being dumped by the MC. We have instructed them not to dump waste there, and it is no longer happening.” When reached for comment, RK Singh, MC Commissioner, claimed the corporation isn’t responsible for the dumping and will investigate the issue.
