MUMBAI: The Maharashtra government’s City and Industrial Development Corporation (CIDCO) is set to create a significant industrial township in Palghar, part of a broader initiative by Mantralaya to establish a ‘Fourth Mumbai’ in the Palghar-Vadhavan-Boisar area.
To facilitate this, CIDCO has called for bids from real estate companies for long-term leases of 126.6 acres of land in this developing sector of the Mumbai Metropolitan Region (MMR).
The planned industrial township is expected to be centered around the future Vadhavan port, a major infrastructure project designed to serve as a critical trade and logistics hub on India’s western coastline.
The state government envisions that the Palghar-Vadhavan corridor will transform into a significant urban-industrial cluster, comparable to the development of Navi Mumbai.
Industry experts suggest this initiative represents a coordinated effort to establish employment centers alongside residential projects.
“The Fourth Mumbai concept focuses on alleviating congestion in the existing metropolitan area by fostering a new growth center led by infrastructure. The upcoming Vadhavan port, a third airport for the region, a bullet train stop, and the Delhi-Mumbai Industrial Corridor (DMIC) are anticipated to improve connectivity and economic significance, thereby enhancing the region’s attractiveness for investment. The scale available in the Palghar-Boisar belt is essential for such development,” commented Prashant Khandelwal, Joint Secretary of CREDAI MCHI and former president of CREDAI MCHI Palghar Boisar.
Emerging Hub
Palghar is increasingly recognized as a potential growth area within the MMR, supported by relatively low land costs, the availability of large, contiguous land parcels, and crucial infrastructure investments.
This dual emphasis on industrial and residential development highlights a strategic approach to establish a self-sustaining urban zone. The proposed industrial township is expected to create jobs, while the associated residential developments will meet the additional housing demand stemming from workforce migration into the area.
CIDCO’s initiative reflects a wider trend of public agencies leasing land long-term to attract reputable developers. Such projects often provide clearer land titles and planning frameworks, which can lower execution risks for developers.
The authority has outlined a systematic bidding process but reserves the right to accept or reject any proposals without explanation.
The combined industrial and residential initiatives could signify the inception of a new urban cluster in the northern periphery of the MMR, furthering the state’s goal to replicate the achievements of Navi Mumbai through the Fourth Mumbai project.
