CAG Flags Dual Benefit Issues in Gujarat Housing Schemes


AHMEDABAD: The Comptroller and Auditor General (CAG) has identified instances where individuals received benefits from multiple housing schemes, contravening established guidelines.

“According to PMAY-G guidelines, if a household is allocated a home under any government scheme, the gram sabha must remove that household from the system-generated priority list of eligible beneficiaries,” the report indicates.

The audit revealed cases where some beneficiaries accessed funding from various housing schemes alongside PMAY-G. “In Jamnagar and Surat districts, 24 beneficiaries under PMAY-G were also sanctioned houses under PMAY-Urban,” the report detailed.

“Among these 24 beneficiaries, seven received a total of ₹16.55 lakh under PMAY-U, in addition to ₹3.10 lakh under PMAY-G, which violates the scheme’s guidelines,” it noted.

The audit also found that in three out of ten assessed districts, 713 beneficiaries were granted houses under PMAY-G and other central/state housing initiatives for rural areas in Gujarat.

“Of these, 532 beneficiaries received ₹211.70 lakh under PMAY-G and an additional ₹240.42 lakh from other housing schemes,” the report stated.

The government acknowledged these findings and stated in March 2025 that the cases would be reviewed, and necessary steps would be taken to reclaim the excess financial aid disbursed.
