Cabinet Approves New City Project in Bhubaneswar

BHUBANESWAR:

The state cabinet, presided over by Chief Minister Mohan Charan Majhi, has granted in-principle approval for the highly anticipated ‘New City’ project on Bhubaneswar’s outskirts.

Chief Secretary Manoj Ahuja shared that the proposed city will be developed within the Bhubaneswar Development Plan Area (BDPA) and will encompass approximately 800 acres across Gothapatna, Malipada, and Daspur. This initiative is part of the state’s long-term vision, Viksit Odisha 2036, aimed at creating a multi-economic growth zone.

The anticipated investment is projected to be Rs 8,179 crore over the next 15 years, combining both public and private sectors. An initial budget of Rs 1,342 crore has been earmarked for the first five years (2025-26 to 2029-30) for land acquisition, infrastructure development, public amenities, and administrative expenses.

Designed as a transit-oriented development, the ‘New City’ aims to enhance public transportation efficiency, minimize travel distances, and seamlessly integrate residential, commercial, and institutional areas. The proposal also includes diverse and affordable housing options as part of its ‘Housing for All’ initiative.

According to government statements, the city will boast advanced infrastructure, including MICE (meetings, incentives, conferences, and exhibitions) facilities, innovation hubs, and data management centers. The focus will be on creative placemaking with central parks, plazas, and ample public spaces to promote community engagement and social well-being.

Smart and sustainable infrastructure solutions will be integrated to enhance climate resilience and environmental sustainability. The Bhubaneswar Development Authority (BDA) will serve as the nodal agency for the implementation, currently in the early phases of planning and execution.

On January 17, the BDA signed a Memorandum of Understanding (MoU) with Singapore-based Surbana Jurong Infrastructure (SJI) Pvt Ltd to provide consultancy services for master planning and urban infrastructure advisory.

Before the meeting, the CM released a summary of key decisions from the past 25 cabinet sessions, highlighting 149 resolutions across 34 departments.
