Builders Seek RERA Clarity as Andhra Pradesh Real Estate Revives


VIJAYAWADA: The real estate sector in Andhra Pradesh is experiencing a resurgence, with developers eager for the Real Estate Regulatory Authority (Rera) to enhance transparency and protect the interests of homebuyers and builders alike. Recent months have seen a surge in construction activity, especially in urban areas, fueled by improved infrastructure and rising investor confidence.

According to guidelines, all housing projects must register with Rera prior to construction commencement. Authorities have indicated that non-compliance will lead to significant penalties, a move designed to protect buyers from misleading promotions while ensuring that developers adhere to approved plans and timelines.

Several ongoing projects are currently under scrutiny for non-compliance. Builders are required to provide comprehensive details about project approvals, funding, and timelines, emphasizing accountability from land acquisition through to project delivery to mitigate disputes and uphold quality standards. However, developers are requesting Rera to alleviate certain technical challenges to expedite project completion. They propose that the revised plan approval date should be recognized as the project commencement date rather than the original approval date. With the recent establishment of the governing council for Rera, builders are optimistic that longstanding obstacles will be resolved, promoting further growth within the state’s real estate market.

Many developers appreciate the regulatory clarity, which fosters buyer confidence and stabilizes the market. According to a senior official from the municipal administration and urban development department, “Rera has set a standard for transparency. Projects registered with Rera tend to achieve quicker sales as customers feel assured.”

The Real Estate (Regulation and Development) Act is being strictly enforced across major towns and cities such as Visakhapatnam, Vijayawada, Tirupati, and Amaravati. Officials have noted a significant increase in registrations for new layouts and apartment developments. Industry experts believe that planned housing development will drive the next phase of urban expansion in Andhra Pradesh. The state government is also promoting eco-friendly and affordable housing models through its ‘right place’ initiative to ensure balanced growth across districts.

However, some builders have voiced concerns about delays in the approval process, urging authorities to simplify documentation for expedited clearances. Municipal administration minister Narayana assured that efforts are being made to enhance digital processing and online monitoring systems to tackle these bottlenecks.
