MUMBAI: On Thursday, the BMC announced the invitation for Expressions of Interest (EOI) from qualified developers to undertake slum rehabilitation projects on 26 civic-owned land parcels, as per Regulation 33(10) of the Development Control and Promotion Regulations 2034.
BMC’s latest initiative comes four months after it sought EOIs for 64 Slum Rehabilitation Authority (SRA) schemes, covering approximately 49,000 structures over an area of about 8.4 lakh sq m, which attracted insufficient interest.
A senior civic official commented, “BMC acts as the planning authority for 64 SRA schemes, of which 17 have been suspended. EOIs were solicited for 47 schemes in May, culminating in a total of 124 bids for 29 schemes, with single bids for eight. Of these, 93 responsive proposals from 25 companies were shortlisted for 21 SRA schemes. New bids are now being invited for the remaining 26 schemes.”
According to civic officials, developers will have the opportunity to build saleable units beyond the rehabilitation portion and sell them on the open market to recoup costs and generate profit. Developers will oversee the entire process, which includes conducting slum surveys, preparing redevelopment plans, securing necessary permissions, and constructing both rehabilitation and sale components, along with managing post-occupancy maintenance. Only those with relevant experience in slum or housing rehabilitation and who meet the necessary technical and financial standards will be considered.
EOI documents will be accessible on BMC’s website starting September 15, with a deadline for submissions on September 30. Technical evaluations will be completed by October 15, followed by the financial bid openings the next day.
Responsive bidders from the EOIs invited in May include a variety of companies such as Saroj Landmark Realty LLP, Transcon Developers Pvt Ltd, Sheth Nine Splendor LLP, Labdhi Lifestyle Ltd, and many others.
