Bhubaneswar Municipal Corporation Pushes for Road Handover from Developers

Bhubaneswar: On Wednesday, the Bhubaneswar Municipal Corporation (BMC) called upon developers and landowners to transfer roads that were designated at the time of their property purchases to the civic body.

During a BMC meeting, corporators raised concerns about numerous roads not being handed over, which is hindering planned development and the construction of essential infrastructure like roads and drains. Officials explained that historically, large plots were subdivided for sale, and while roads were designated, they often were not formally transferred to the BMC upon registration.

City Mayor Sulochana Das stated, “As the city expands, there is an increasing need for new roads and drains. Previously, when people purchased plots, handing over the road was not mandatory before obtaining plan approvals. However, this requirement is being enforced now, and we will encourage buyers to hand over these roads to us." She emphasized that development work cannot proceed until the roads are officially handed over.

After BMC assumed control of building plan approvals from the Bhubaneswar Development Authority (BDA) in 2020, it discovered that many developers had neglected to transfer roads as required in several projects.

BMC officials also stressed the necessity for all employees, including those on contract or outsourced, to wear ID badges, especially following a recent incident in which miscreants assaulted an additional commissioner in the civic office.

"The mayor noted that input from corporators has been gathered to explore ways to enhance revenue through both tax and non-tax avenues and to expedite pending projects. Officers were directed to improve coordination with other departments to ensure all parties are informed of activities undertaken within the BMC’s jurisdiction," she added.
