BENGALURU: To combat unauthorized constructions, the Bruhat Bengaluru Mahanagara Palike (BBMP) has implemented a tough new policy for builders and property owners. It is now mandatory for them to present completion certificates before selling flats or properties. Layout approvals will only be granted once both the completion and occupancy certificates are provided.
This measure addresses the ongoing problem of illegal constructions that have been bypassing official approvals, which have resulted in significant financial losses for the city corporation.
The BBMP has identified thousands of unauthorized buildings but has yet to take decisive demolition actions.
A BBMP official stated, “To tackle this issue, we have introduced stringent guidelines to prevent unauthorized constructions. City planners and sub-divisional engineers are now tasked with conducting inspections every two months to ensure compliance with approved building plans. Reports on any violations will be forwarded to higher authorities for further action.”
According to a Supreme Court directive, any construction that deviates from the approved layout will face serious consequences, including immediate disconnection of water and electricity services. The BBMP has instructed the Bangalore Electricity Supply Company (BESCOM) and the Water Supply and Sewerage Board (BWSSB) to cut off temporary or permanent services to these buildings. Moreover, officials who fail to act against illegal constructions will be held accountable under Section 252 of the BBMP Act-2020 and the Karnataka Civil Service (Conduct) Rules.
