Andhra Pradesh Reveals Capital Land Pooling Scheme Rules, 2025


AMARAVATI: On Tuesday, the Andhra Pradesh government announced the Andhra Pradesh Capital Region Land Pooling Scheme (Formulation and Implementation) Rules, 2025, which will oversee the innovative land pooling method necessary for the development of the greenfield capital city, Amaravati.

S. Suresh Kumar, Principal Secretary for Municipal Administration and Urban Development, stated that these rules will apply to the ‘capital region,’ while the ‘capital city area’ will still follow the guidelines set by the Andhra Pradesh Capital City Land Pooling Scheme (Formulation and Implementation) Rules of 2015.

The scheme is designed to align with the government’s vision of creating a ‘People’s Capital,’ facilitating the construction of essential infrastructure such as airports and ports. Kumar explained that the land procurement method will be voluntary and based on mutual agreement between landowners and the government or authority.

This unique ‘Land Pooling Scheme’ comes as the government aims to transform Amaravati into a ‘mega city’ by integrating it with neighboring areas like Mangalagiri, Tadepalli, Guntur, and Vijayawada.

As part of this initiative, the government seeks to pool an additional 40,000 acres of land, supplementing the existing 54,000 acres under its control for Amaravati.

Plans for an international airport in Amaravati are also in development. The ‘Land Pooling Scheme’ will enable the consolidation of land parcels owned by individual farmers or groups, facilitating a structured development approach.

According to Kumar, the ‘Land Pooling Scheme’ is a progressive framework established by the Andhra Pradesh State Legislature, empowered by Sections 107 and 108 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement Act of 2013.

“The primary objective is to ensure fair compensation for families impacted by the creation of a livable and sustainable Capital Region for Andhra Pradesh, benefiting farmers and landowners while integrating them into the state’s development process,” Kumar added.

The scheme ensures that participating landowners receive equitable compensation through the allocation of restructured plots along with upgraded infrastructure and additional advantages.
