AMARAVATI: The Andhra Pradesh Assembly approved amendments to the Municipal Act on Wednesday to reduce financial burdens on builders and enhance transparency in construction procedures.
The first amendment permits builders to pay only 50% of the vacant land tax during the construction period, effective from when building permission is granted until the Occupancy Certificate is issued. The second amendment removes “leprosy” from municipal terminology.
The assembly also sanctioned an amendment allowing builders to pay just 50% of the vacant land tax during the construction phase.
Minister Narayana emphasized that these changes were aimed at promoting Ease of Doing Business, encouraging builders while alleviating their financial stress during construction. The reforms intend to foster increased transparency in building processes.
Under the new provisions, only 50% of the tax is required from the time building permission is granted until the Occupancy Certificate is received.
The Andhra Pradesh Assembly’s Budget Session commenced on February 11, featuring Governor S Abdul Nazeer’s address amidst protests from YSR Congress Party (YSRCP) leaders.
Former Chief Minister and YSRCP leader YS Jagan Mohan Reddy participated in the Budget Session, leading a demonstration outside the Assembly with fellow party leaders.
During his speech, Governor Abdul Nazeer remarked that the YSRCP government from 2019 to 2024 had hampered growth and led to “total anarchy and breakdown of law and order.”
He stated, “The governance change in 2019 disrupted growth momentum. Systemic failures arose, growth stagnated, financial stress intensified, institutions were undermined, and key sectors like infrastructure and irrigation faced severe setbacks.”
“Disillusioned by these circumstances, the people of Andhra Pradesh reaffirmed their trust in my Government in 2024, granting an unprecedented mandate to revitalize the State. The decisive vote for the National Democratic Alliance Government reflects their deep confidence in Chief Minister Nara Chandrababu Naidu, alongside Deputy Chief Minister Pavan Kalyan and the ongoing support of Prime Minister Narendra Modi,” he added.
