Adani to Redevelop 142 Acres in Mumbai’s Motilal Nagar

As part of the initiative, qualifying MHADA residents will be allotted new homes with a built-up area of 1,600 square feet, the largest in MHADA’s redevelopment history. Commercial unit holders will receive 987 square feet, while eligible slum dwellers will be assigned 300 square feet homes according to Slum Rehabilitation Authority guidelines.

This marks Adani Group’s second significant redevelopment effort in Mumbai, following their work on the Dharavi redevelopment project, which spans nearly 600 acres.

According to the tender stipulations, MHADA will maintain full control of the project, including land ownership. The entire rehabilitation process is anticipated to conclude within seven years.

Adani Properties has been chosen as the Construction and Development Agency (C&DA), tasked with financing and executing the redevelopment, which encompasses residential, commercial, and slum rehabilitation segments alongside MHADA’s housing units.

“We aspire to make this the premier redevelopment project in the nation, guaranteeing transparency, quality, and social responsibility through MHADA’s execution. This vision is transforming from concept into reality,” stated Sanjeev Jaiswal, MHADA’s Vice President & CEO.

The state government has classified this as a ‘Special Project,’ and a detailed master plan has been created by Mecanoo from the Netherlands, with infrastructure planning handled by London-based Buro Happold.

The redevelopment aims to regularize extensive illegal constructions and enhance Goregaon’s housing infrastructure. Additionally, it will address long-standing civic issues like flooding and waterlogging, thus significantly enhancing residents’ quality of life.

The developer will cover the total cost of the project, which includes relocating and rehabilitating eligible MHADA tenants, commercial establishments, and slum dwellers. The project will be executed in phases, and the C&DA is prohibited from mortgaging the land or obtaining funds against it without MHADA’s consent, providing safeguards against misuse.

Besides allocating housing stock, the developer will also be responsible for building essential physical and social infrastructure, such as roads, water and sewage systems, stormwater drainage, parks, hospitals, schools, markets, and police stations.

Motilal Nagar is one of the earliest MHADA colonies, established in the 1960s. The C&DA is expected to apply modern construction techniques and urban planning skills to rehabilitate 3,372 approved residential units, 328 commercial units, and roughly 1,600 eligible slum tenements, adhering to the 1971 Slum Act.

MHADA has developed nearly 100 colonies from the 1960s to the late 1980s, providing over two lakh housing units. However, many of these buildings are now in disrepair and deemed uninhabitable by the Municipal Corporation of Greater Mumbai (MCGM), making their redevelopment imperative.
