AHMEDABAD: On Tuesday, Gujarat Chief Minister Bhupendra Patel granted in-principle approval for the establishment of the Indian AI Research Organisation (IAIRO) to enhance research and development in artificial intelligence.

The initiative will be executed through a collaboration involving the state and central governments, along with the Indian Pharmaceutical Alliance (IPA), following a Public-Private Partnership (PPP) model, as per the official announcement.

The Gujarat government has undertaken this project to promote R&D in AI, aiming to boost the national AI ecosystem under the guidance of Prime Minister Narendra Modi and the Chief Minister.

Set to commence operations on January 1, the IAIRO will function as a special-purpose vehicle located in GIFT City near Gandhinagar and will be established as a non-profit institute under Section 8 of the Companies Act, 2013.

An estimated budget of around ₹300 crore has been allocated for the first five years, with each sector—the state government, the Centre, and the private partner—contributing 33.33% of the funding.

The IPA has come on board as the main private partner for the project, committing ₹25 crore for the year 2025-26. The IPA includes approximately 23 prominent pharmaceutical companies, such as Cipla, Torrent Pharma, and Sun Pharma.

This initiative aligns with the objectives of the India AI Mission under the Union Ministry of Information Technology and the AI Action Plan by the state’s Science and Technology Department.

Furthermore, the state government has created an AI task force to accelerate sustainable development aimed at enhancing the quality of life through significant improvements in healthcare, education, agriculture, and other services leveraging AI technology.

IAIRO is envisioned to evolve into a multidisciplinary hub for AI research and application.

The core activities of IAIRO will encompass advanced research and development, creation of AI-based products and solutions, and facilitating collaborations among academic institutions, industry stakeholders, startups, and governmental bodies.

Additionally, IAIRO will prioritize intellectual property development, capacity-building initiatives, and policy-oriented research, operating under a hybrid computing model that integrates on-premise GPU infrastructure with national platforms such as the IndiaAI Cloud.
