Cabinet Approves New Building Plan Norms for Noida Private Land


LUCKNOW: The Uttar Pradesh cabinet approved the New Okhla Industrial Development Authority (Building Construction on Land Transferred Through Exchange) Regulations, 2025, during a meeting on Monday. This initiative seeks to streamline the building plan approval process on privately owned land in the Noida region.

Following the meeting chaired by Chief Minister Yogi Adityanath, the cabinet’s decision enables direct processing of applications for building map approvals on exchanged land by the Noida Industrial Development Authority (Noida Authority), bypassing the courts.

According to Industrial Development Minister Nand Gopal Gupta ‘Nandi’, there weren’t clear policies under the existing Noida Building Regulations, 2010, for land acquired privately through exchange, leading to procedural challenges and unnecessary court involvement.

This lack of a defined framework resulted in delays and increased litigation, burdening both landowners and the development authority.

The newly introduced regulations clarify the process for approving building plans on exchanged land, allowing the Noida Authority to manage such applications more efficiently. This change aims to minimize legal disputes and expedite case resolutions.

Officials believe these new rules will enhance transparency and decision-making for landowners, while also fortifying governance within the Noida Authority and the broader urban development framework.

The government stated that these regulations reflect its commitment to simplifying procedures, reducing litigation, and enhancing the administrative efficiency of development authorities statewide.
