GURUGRAM: An FIR has been filed against the directors and officers of Ocean Seven Buildtech Pvt Ltd after homebuyers of a delayed project in the area accused the builder of deception, breach of trust, forgery, and conspiracy.

Buyers further allege intimidation by the builder.

The FIR—lodged at Bajghera police station under sections 420, 406, 409, and 120-B of the IPC—names Swaraj Singh Yadav, Sunita Swaraj Yadav, and Arun Yadav as the accused in connection with the Expressway Towers affordable housing project in Sector 109. The case was initiated following a complaint by the Expressway Towers Gurgaon Buyers Association, representing 1,089 allottees, and subsequent instructions from senior police officials.

An assistant sub-inspector is investigating the case. Authorities are examining financial documents, escrow transactions, and project records to identify any misallocation of funds and establish individual accountability.

According to the FIR, Ocean Seven Buildtech launched the project in December 2016 under the Affordable Housing Policy, assuring possession by 2022. Nearly nine years later, buyers contend that construction progress has halted at approximately 65-70%, with no viable completion date in sight.

Despite multiple reassurances, the builder has reportedly not delivered homes or offered clear updates on project status.

It has been reported that security personnel were hired at the site to restrict access and prevent buyers from raising concerns about delays.

Additionally, the accused allegedly sent legal warnings demanding exorbitant amounts, with some claims exceeding crores of rupees, to silence dissent and deter buyers from contacting enforcement agencies.

Complaints also assert that the directors fraudulently encouraged buyers to invest their life savings while having no real intention of completing the project.

One of the main allegations involves the illegal cancellation of flats that were assigned through the official lottery, which were then resold to third parties without due process or public notice, thus breaching policy regulations. Buyers claim that forged newspaper cancellation notices were utilized to justify these unauthorized resales.
