Ahmedabad to Permit RMC Plants Near Construction Sites

AHMEDABAD: In response to protests from builder groups — CREDAI and GAHED — the Ahmedabad Municipal Corporation (AMC) has revised its policy to permit ready-mixed cement (RMC) plants within one kilometer of construction sites. This change comes after the AMC previously implemented restrictions aimed at curbing air pollution in the city.

Approval for an onsite RMC plant within a one-kilometer radius will be granted if the construction site’s area is 7,500 square meters or less. For sites larger than 7,500 square meters, it remains a requirement to locate the RMC plant on the construction site itself.

This updated draft will be presented to the standing committee for approval. An official stated, “Builders expressed concerns regarding the original RMC policy, arguing that it isn’t practical to establish an RMC plant on smaller plots. Therefore, this amendment has been made.”

The AMC established a policy on September 15, 2025, regulating RMC plants within the Ahmedabad city limits, making it mandatory to obtain prior approval before operating both onsite and offsite RMC plants.

During a standing committee meeting on May 22, 2025, it was decided to relocate RMC plants in residential areas to mitigate air pollution. The committee mandated that RMC plants located in residential zones be displaced within two months. Consequently, the AMC announced a new policy for RMC plants situated in the city’s residential sectors.
