LUCKNOW: The Deputy Registrar’s office for Firms, Societies, and Chits in Lucknow has annulled the registration of the Celebrity Green F & G Resident Welfare Association (RWA) immediately, citing significant breaches of the Uttar Pradesh Apartment Act, 2010, and the concealment of key facts during the registration process. This decision was made on December 17.
The RWA, situated in Celebrity Green, Sector-B, Sushant Golf City, and developed by Ansal API, was registered on July 31, 2023, under the Societies Registration Act, 1860, with a validity until July 30, 2028. A complaint by Sikta Mishra and other residents on October 9, 2025, requested the cancellation of this registration as per Section 12-D of the Act.
The complainants contended that the RWA was established unlawfully without a required Completion Certificate (CC), violating Section 14(2) of the UP Apartment Act and the directives from the Allahabad High Court. They also accused the RWA of unauthorized financial collections, misuse of communal areas, biased parking distributions, and operating without a legal handover from the developer.
After considering both sides and issuing notices, the Deputy Registrar stated that the promoter has yet to obtain a Completion Certificate, rendering the RWA’s formation illegitimate.
According to the order, which TOI has on record, the authority highlighted that the RWA began collecting maintenance and prepaid electricity fees without a valid handover and had no legal claim to allocate or commercially use parking spaces, which are classified as common property according to Supreme Court decisions.
The order also referenced a decision by the state Housing and Urban Planning Department on December 1, 2025, which voided a prior decision by the Lucknow Development Authority and mandated a fresh examination in strict compliance with the UP Apartment Act.
