GURUGRAM: The district town planner (enforcement) has issued a show-cause notice to the owners and collaborators of 32nd Avenue, a bustling commercial hub in Sector 15-II, following a recent inspection that revealed significant deviations from the approved building and layout plans. This notice comes nearly 10 months after a similar one was issued in January 2025, which aimed to address critical breaches that remained unresolved.

The previous notice identified multiple violations, including the complete blockage of a 6-meter fire tender access route, the unauthorized operation of an office in the basement, and the illegal closure of a secondary exit from the basement. These actions were in direct conflict with the sanctioned plans for the area known as “32 Avenue.” Despite having been given time to rectify these issues, officials noted that no adequate response or corrective measures were provided in the past year.
Amit Madholia, the district town planner (enforcement), stated, “The latest inspection has shown that previous violations remain unaddressed, and several new contraventions have arisen. These include the encroachment of an unlicensed green belt by constructing a wall, blockages created by kiosks on the service road, and the conversion of an approved banquet hall into multiple shops, cafés, and restaurants.”
The notice also highlights that parking areas have been obstructed by elevated platforms repurposed as outdoor seating for restaurants, worsening congestion in this busy commercial district.
Officials reported that unauthorized metal staircases and a bridge connecting two buildings have been constructed, along with an illegal gate linking two separately licensed sites. This non-compliance violates Section 3B of the Haryana Development and Regulation of Urban Areas Act, 1975, which prohibits any construction not in accordance with approved plans.
“The notice instructs owners to immediately cease all violations and restore the project to comply with sanctioned plans. They are also required to appear before the district town planner at HSVP Complex on December 17, 2025, at 11 AM, bringing approved layout plans, an occupation certificate, and any permissions they wish to present in defense. Non-compliance may lead to demolition, sealing of premises, filing of an FIR, or other enforcement actions,” Madholia added.
