Bhubaneswar: Dhauli Heights Allotment Nears End After Decade


BHUBANESWAR: Cooperation Minister Pradeep Bal Samanta announced that the allotment process for Dhauli Heights is nearing completion, bringing hope to allottees who have been waiting for almost a decade to occupy their homes in the project.

In response to a question from legislator Dhruba Charan Sahoo regarding the status of house handovers, Samanta mentioned that the final arrangements are being made for the project managed by Odisha Cooperative Housing Corporation (OCHC) Limited.

Launched in 2014, the Dhauli Heights housing project in Badaraghunathpur, Tamando, faced delays due to contractor issues and financial constraints. Currently, Samanta stated that the allotment process is almost complete.

He confirmed that the corporation has secured the no-objection certificate (NOC) from the Central Ground Water Authority for groundwater extraction, while the installation of fire-fighting equipment is ongoing, and an application for the NOC has been submitted to the relevant fire safety officer.

“An application to receive the occupancy certificate from the Bhubaneswar Development Authority (BDA) has been filed and is in processing, with an expected issuance in less than a month,” Samanta added.

The minister concluded that upon receiving the occupancy certificate— the final document— OCHC will complete the allotment process, with the entire handover expected within a month.

Approximately 40 homebuyers, who invested in Dhauli Heights, are currently awaiting possession. Many of them had expected to receive their keys in 2016, but project delays led OCHC to enlist the Odisha Police Welfare Housing Corporation to finish the work, which has now been completed.

Only after obtaining the occupancy certificate and a registration certificate from the Odisha Real Estate Regulatory Authority will the buyers receive their homes. Many allottees are still renting while they wait.

“We have been waiting for over ten years now. One more month isn’t too long, but we are still doubtful. We will only trust the system once we have the keys to the homes we have invested our hard-earned money in,” expressed allottee N. Shiva Kumar.
