Drone Urban Land Survey Initiated in Panchkula


PANCHKULA: The Panchkula municipal corporation has launched NAKSHA – the Urban Land Survey Programme, which aims to modernize and digitize urban land records using advanced mapping technologies like drone surveys, LiDAR, and GIS systems. This initiative is part of a central government project under the Ministry of Rural Development’s Department of Land Resources.

The municipal commissioner has authorized specially appointed NAKSHA survey teams to perform ground verification across all municipal wards. These teams will verify Records of Rights (RoR), ownership documents, and will capture high-resolution imagery using drones and cameras for precise land mapping.

The survey teams are also authorized to engage with property owners or their representatives to collect and confirm ownership-related data. Residents are encouraged to cooperate by providing necessary documents such as sale deeds and mutation records to facilitate a smooth process.

Separate notices have been sent to municipal councillors, RWAs, house owners’ welfare associations, market welfare associations, and group housing societies, urging them to support the survey teams and encourage active public participation. The corporation emphasized that citizen involvement is vital for creating transparent, accurate, and accessible digital land records through NAKSHA.

According to the ministry, this program aims to update urban land records to ensure accurate ownership documentation, improve the quality of living, enhance urban planning, and reduce land-related conflicts. The IT-based system is designed to promote transparency, efficiency, and sustainable development.

However, some residents have expressed concerns. SK Nayar, president of the Citizens’ Welfare Association of Panchkula, wrote a letter to the municipal commissioner questioning the need for on-site surveys. “With all this information already available online via HSVP, why are individuals being approached? Can’t this data be gathered directly from HSVP or the revenue office? The MC survey staff can verify property details from official records instead of justifying the need for their surveys,” he stated.
