No 40% Rate Hike Yet, Ghaziabad Adjusts Shop Rates


GHAZIABAD: The district administration has opted not to implement the proposed property circle rate increase of up to 40%, instead making only minor adjustments to last year’s rates to correct “technical anomalies”.

The new rates, which remain largely the same as those from 2024, were sanctioned by District Magistrate Ravindra Mandar on October 31 and took effect on November 1.

A September proposal had suggested a 5-15% increase in residential plot values, with a 10-40% hike in flat rates based on location, and potential increases of up to 40% for large integrated townships like Wave City.

There were also recommendations for a 15% rise in commercial properties, particularly shops in malls. However, following an analysis of market trends and registration data, the administration decided to put the proposal on hold.

District Magistrate Mandar confirmed, “The circle rates for the current fiscal year will remain unchanged from 2024, with only minor technical corrections. The order was issued to all sub-registrar offices on October 31 and became effective on November 1.”

Among the limited revisions, rates for building single shops and small commercial spaces have slightly risen from Rs 16,000 to Rs 20,000 per square meter to align with current market valuations.

Additional DM (finance/revenue) Saurabh Bhatt explained that the decision not to revise rates stemmed from a notable decline in property registrations. “We had already updated the circle rates in 2024, which had not been done in neighboring districts for years. Yet, even with the increase, registration numbers did not meet expectations and actually declined this year,” he remarked.

According to official figures, from April 1 to September 30, 2024, Ghaziabad recorded 37,525 property registrations, down from 36,033 in the same timeframe in 2025.

The last revision of circle rates in September 2024 saw an average increase of 15% across property categories, following two years (2022-2023 and 2023-2024) without any changes. Currently, Indirapuram’s circle rate stands at Rs 95,000 per sqm, Kaushambi at Rs 1.03 lakh, and Vaishali at Rs 97,000.

For commercial properties, rates remain at Rs 1.15 lakh per sqm in Indirapuram and Vaishali, and Rs 1.5 lakh per sqm in Ambedkar Nagar.
