Bhubaneswar Residents Blame Builder for Safety Neglect and Occupation


BHUBANESWAR: Residents of a significant real estate project in Rasulgarh have made serious allegations against their builder, claiming unauthorized occupation of common areas for commercial use.

The residents’ association has filed a grievance with the Chief Minister, the Housing and Urban Development Minister, and the Odisha Real Estate Regulatory Authority (ORERA), urging immediate intervention regarding ongoing issues.

The grievance states, “The builder is illegally using our parking area for unauthorized construction and operating a commercial office in a purely residential complex, creating significant difficulties for the 52 flat owners who struggle to park their vehicles.”

Additionally, concerns about safety were raised: “The builder uses the main entrance for the commercial office, which remains open 24/7, jeopardizing the safety of flat owners,” they noted.

Residents also pointed out that the builder has failed to complete the compound wall surrounding the apartment, further endangering their security.

“Heavy rain causes water to accumulate in the basement, threatening the structural integrity of the building,” the residents added.

Now four years old, the building has not seen the necessary action to remedy these defects, prompting residents to call on authorities to intervene on their behalf.

In response to the grievance, Satish Chandra Singh, Joint Secretary of the Odisha Urban Housing Mission (OUHM), has sought an investigation from the Bhubaneswar Municipal Corporation and ORERA.

As highlighted under the Odisha Apartment (Ownership and Management) Act of 2023, common areas should be handed over to the allottees upon project completion.

“We’ve officially registered our association under the apartment act, but the builder is withholding the common areas and facilities. This is a clear violation, and we require action,” stated Pabitra Kumar Parida, a member of the residents’ association.
