PUNE: Consumer activists have raised concerns regarding MahaRERA’s commitment to transparency as its online dashboard for tracking recovery warrants against defaulting developers has remained stagnant for nearly six months. This lack of updates persists despite the regulator issuing new orders during that period.
The “Recovery Warrants District Wise” section on the MahaRERA website was last refreshed on January 20. Although individual recovery warrant orders issued thereafter have been uploaded, the consolidated dashboard has not been updated. This makes it challenging for homebuyers to monitor enforcement actions and recoveries.
Shirish Deshpande, chairperson of Mumbai Grahak Panchayat, stated, “The data concerning recovery warrants, deregistered projects, and notices issued to developers for failing to submit quarterly disclosures must be promptly updated. Homebuyers invest their life savings in properties and depend on the MahaRERA website for informed decision-making. Outdated information undermines the transparency objective. Section 34 of RERA mandates MahaRERA to ensure compliance by promoters.”
Deshpande further alleged that numerous requests for updates to the regulator remain unanswered. “We have repeatedly written to request data updates and express consumer concerns, but have received no response. As members of the conciliation forum, we deserve a hearing.” He noted that at least three letters had been sent without any reply.
Consumer activist S. Joshi expressed that the lack of real-time data leaves homebuyers uninformed about the status of recovery proceedings. “Homebuyers cannot ascertain whether recovery warrants have been executed, how much has been recovered, or if there are outstanding dues. The dashboard should provide information such as warrant issue dates, recovery status, amounts recovered, pending balances, and the stage of proceedings before the collector. This would enhance accountability significantly and is inconsistent with Maharashtra’s Ease of Doing Business goals.”
Advocates Godfrey Pimenta and Nicholas Almeida, trustees of the Watchdog Foundation, informed TOI that they had appealed to revenue minister Chandrashekhar Bawankule for urgent intervention to expedite the execution of MahaRERA recovery warrants. Many of these have been pending for months with district collectors and tehsildars. “We have urged the minister to prioritize MahaRERA warrants as recovery proceedings, ensuring execution within 90 days where no court restrictions exist, appoint nodal officers in each collectorate, and regularly update the recovery warrant dashboard for homebuyer monitoring,” they said.
