Ahmedabad civic body aims to monetize 209 properties


AHMEDABAD: The Ahmedabad Municipal Corporation (AMC) established its Asset Monetisation Cell in March 2025 and has selected a consultant to develop strategies for generating revenue from civic properties. In the initial phase, the consultant will focus on monetizing over 209 assets, such as 20 gardens, 25 schools, 50 community halls/party plots, and 10 lakes.

The AMC aims to create revenue streams by establishing amusement parks or food courts on land within city gardens and near lakes. Officials indicated that management of community and party plots might be outsourced to private contractors. Additionally, school buildings could be leased out during non-operational hours, and private buses may operate on BRTS corridors.

To date, the cell has surveyed 450 school buildings, 295 gardens, 95 community halls/party plots, 64 libraries, 39 gymnasiums, 3,778 leased property units across 150 locations, and 1,405 vegetable market units across 12 sites, along with 2,268 plots suitable for short-term rentals, 226 shops across three locations, and 92 lakes. The consultant will also review spaces beneath bridges, in parking lots, vending areas, and advertising sites.

In this first phase, approximately 209 properties have been earmarked for monetisation, with a projected total valuation exceeding Rs 2,000 crore. The cell is also exploring monetisation strategies for reserved plots designated for sale through a public-private partnership (PPP) framework.

The cell committee is led by the municipal commissioner, along with deputy municipal commissioners responsible for projects, estate, finance, and legal affairs, as well as the estate officer, head of the non-tax revenue department, chief city planner, chief accountant, and deputy accountant.

In 2020, the state government introduced a policy permitting tenants to purchase AMC properties that are currently leased. However, there has been little interest from tenants in this opportunity, which involves properties at Municipal Market on CG Road, the mutton market in Mirzapur, and the fruit market in Kalupur. The AMC has leased out a total of 4,113 properties in the city.
