Panchkula to Take Over 11 HSVP Sectors


PANCHKULA: The Haryana government is set to transfer management of 11 sectors from the Haryana Shehri Vikas Pradhikaran (HSVP) to the Panchkula municipal corporation (MC) in a significant administrative reform. This change aims to eliminate long-standing jurisdictional overlaps and consolidate governance under one authority.

Panchkula Mayor Sham Lal Bansal announced on Saturday that Chief Minister Nayab Singh Saini has approved the consolidation plan. Saini has instructed that all independent public departments operating within municipal boundaries be completely integrated into the MC, ensuring clear accountability.

The management of local services in Panchkula has historically been fragmented among the MC, HSVP, Panchkula Metropolitan Development Authority (PMDA), and the irrigation department. This division has often led to confusion for residents regarding which agency was responsible for issues related to local roads, parks, drainage systems, and street lighting.

“Residents typically approach the municipal corporation with their civic concerns, but many services remain under the jurisdiction of separate departments. By consolidating these agencies, we can enhance accountability and speed up the resolution of public complaints,” Bansal stated.

The strategic administrative transition is anticipated to facilitate local development across Panchkula’s 20 municipal wards. As part of this initiative, the MC will officially take over maintenance duties in Sector 5 within the next two months. Currently, the management of water supply and sewage systems, along with Sectors 2, 3, 5, 6, 23, 24, 27, 28, 31, 32, and Mansa Devi Complex (MDC) Sectors 5B, 5C, and 7, remains under HSVP control pending final state orders.

To promote civic transparency as part of this integration, the mayor revealed plans for weekly public grievance sessions every Sunday in alternating wards. Additionally, every municipal department will be required to submit progress reports on ongoing projects and tenders every two weeks.
