GHAZIABAD: The Ghaziabad Development Authority (GDA) has instructed developers with outstanding applications in the Online Building Plan Approval System to finalize map approvals within two weeks, prior to the transition to the new Fast and Simplified Trust-Based Plan Approval System.

Applications that remain pending post-migration will need to be resubmitted on the updated platform. This new system aligns with the UP Building Construction and Development Bylaws, 2025, and incorporates advanced software to support new planning functions. It enables applicants to acquire extra floor area ratio (FAR), facilitate changes in land use, and access compensatory FAR. Additionally, it serves as a one-stop platform linked with various internal and external agencies for obtaining no-objection certificates and clearances.

“Currently, 67 map approvals are outstanding, while 8,827 applications have been approved. Eighty-one applications were auto-rejected, and objections were raised on 34,” an official stated. “We need to prioritize the 67 pending map approvals and those with objections.”

The official further noted that the new system will integrate vital elements such as a GIS master plan, zonal planning, logistics planning, ownership titles, transit-oriented zones, and mobility plans.

“Users can access the new system remotely, allowing them to upload land records and maps. The system, which is GIS-based, reviews requests to ensure compliance with the UP Building Construction and Development Bylaws 2025. Any objections or NOCs will be processed online, and the entire map approval process, once the fee is paid, can be completed in minutes without human intervention,” he explained.

In contrast to the previous system, applicants can now track their applications online and via mobile. “Previously, gaining map approval for larger plots could take at least a month and involved human input,” he added.

Currently, GDA receives about 170 map approval requests each month, approving approximately 140. However, the new system is expected to double this approval rate.

Map approval is a significant revenue source for development authorities. In the fiscal year 2024-25, GDA generated ₹1,599 crore in revenue, with ₹724 crore coming from map approvals alone.
