Gurugram DLF-3: Hotels, PGs, Offices Sealed for Code Violations


GURUGRAM: The enforcement wing of the Department of Town and Country Planning (DTCP) initiated a major restoration and enforcement drive against unauthorized constructions and commercial activities from residential premises in DLF-3 on Thursday.

Following directions from the Punjab and Haryana High Court, the operation began around noon in S-Block on Nathupur Road, supported by police and district administration. Led by District Town Planner (Enforcement) Amit Madholia, this marks the start of a broader enforcement campaign targeting violations across DLF-1 to 5.

During the operation, multiple establishments were sealed, including hotels, paying guest accommodations, offices, a hospital, and a beauty parlour. Illegal structures in stilt parking and setback areas were also demolished.

Madholia stated, “This operation, which starts from DLF-3, aims to combat illegal constructions and operations violating regulations in all DLF phases. Those obstructing government actions will face legal action, including FIR registrations.”

Some key actions included sealing Hotel Moonlight at Plot No Nathupur Road-5 and an unauthorized hospital, The Medicity, at Plot No Nathupur Road-45. A commercial office at Plot No Nathupur Road-2 was also sealed.

The most significant operation took place at Amaltas Apartments (S-23/1), where a 48-room PG accommodation was sealed. Other actions occurred at S-24/1, where a beauty parlour in the basement and a 25-room PG on upper floors were sealed. Additionally, another PG establishment with 72 rooms across four floors at S-24/9 was also sealed.

Enforcement teams focused on unauthorized structural additions. At NR-38, illegal construction by Pristine Care Clinic in the side setback was removed with an earthmover, and an office built in the stilt parking area at S-23/5 was demolished.

For the first time, a backhoe loader was employed within a stilt parking area in DLF-3 to remove unauthorized structures, setting a precedent for future actions.

At S-24/3, a drawing room constructed in the stilt floor along with rear setback encroachments were sealed. Six unauthorized servant quarters and a leisure room at S-24/4 were also sealed, with five illegal servant quarters at S-24/5 locked by the department.

Further actions included the demolition of a boutique operating from the stilt area at S-25/1 and the removal of a rear shed using heavy machinery. Additional seals were placed on unauthorized quarters at various locations throughout the area.

DTCP also dismantled encroachments from right-of-way areas, removing illegal grills from two plots and demolishing four guard rooms on public land to restore road access. Officials noted that this drive aligns with ongoing efforts to comply with court orders and adhere to approved land use and building norms.

Residents across DLF phases experienced panic during Thursday’s operation, with property owners rushing to evaluate their buildings’ status. DTCP records indicate notices have been issued to 5,099 properties in DLF colonies for unauthorized constructions and misuse of residential spaces.

This enforcement drive follows a prolonged legal battle over unauthorized constructions in DLF colonies. The High Court initially directed action in February 2025, with proceedings later stalled by the Supreme Court, which remanded the case back to the High Court in November for fresh hearings. After concluding hearings, the High Court permitted enforcement action in May 2026.

The sealing of a 48-room PG accommodation sparked protests from tenants and the property owner, with residents claiming they were evicted abruptly. Similar outcries arose at another PG house for female tenants who were also ordered to vacate before sealing.

Meanwhile, several property owners have filed cases in district court seeking relief from enforcement actions. However, courts have so far not granted interim protection in recent cases, allowing DTCP’s operations to continue.
