HSPCB Alerts HSVP on Illegal C&D Waste Dumping in Haryana

PANCHKULA: The Haryana State Pollution Control Board (HSPCB) has served a show-cause notice to the Haryana Shehri Vikas Pradhikaran (HSVP) concerning alleged illegal dumping and storage of construction and demolition (C&D) waste on HSVP land in Sector 5.

The notice, issued by the HSPCB regional office in Panchkula, highlights that a recent field inspection revealed substantial amounts of C&D waste dumped in violation of the Environment (Construction and Demolition Waste Management) Rules, 2025.

According to HSPCB, this dumping is contributing to air pollution, land degradation, public nuisance, and health hazards, indicating the authority’s failure to fulfill its statutory obligations.

Authorized under Section 5 of the Environment (Protection) Act, 1986, the notice instructs HSVP to cease further dumping immediately and ensure the scientific removal of waste following the prescribed guidelines.

HSPCB further warned that non-compliance may result in environmental compensation and additional legal actions under the Act and C&D Waste Management Rules, 2025.

The board referenced Rule 16 of the C&D Rules, which assigns urban local bodies and development authorities the responsibility for monitoring implementation, preventing violations, and ensuring effective waste management.

HSVP is required to respond within seven days to explain the dumping; failure to do so will lead the board to assume that the authority has no defense and proceed with further actions.

“C&D waste is prevalent in other areas of the city as well. The board must ensure this notice leads to actual cleanup. Previously, a notice was issued to the municipal corporation concerning open burning, yet it continues,” stated Mohit Gupta, founder of Solution Box.
