UP Cuts Development and Building Permit Fees in Ghaziabad


GHAZIABAD: The UP government has further reduced development and building permit fees in multiple districts, including Ghaziabad. Previously, the fee in Ghaziabad increased from Rs 2,500 per sqm to Rs 4,170 per sqm in January. The new order has slightly decreased it to Rs 4,165 per sqm.

In January, Ghaziabad experienced the highest hike, with a surge of over 66%. Despite the recent reduction, the city retains the highest development fee in the state.

As per a GDA official, the fee in Loni, Muradnagar, and Modinagar has been reduced from Rs 1,510 per sqm to Rs 1,450 per sqm.

New rates indicate a reduced fee of Rs 2,462 per sqm in Lucknow, Kanpur, and Agra, while it remains at Rs 1,510 per sqm in Varanasi, Prayagraj, and Moradabad. For other districts, the fee has been trimmed to around Rs 1,020 to Rs 603 per sqm.

Moreover, fees for residential plots up to 100 sqm and commercial plots up to 30 sqm have been halved.

According to the official, “Ghaziabad has been assessed to possess the greatest growth potential compared to other areas governed by development authorities. With infrastructure projects such as Namo Bharat, metro, airport, and highways nearby, the state government plans to leverage the development fee for revenue generation, enhancing civic infrastructure in turn.”

The development fee serves as a primary revenue stream for development authorities, charged in exchange for civic amenities. In FY 2024-25, development fees represented the largest revenue source for the GDA.

“This reduction offers some relief for small plot owners and developers within the residential and commercial categories, but for larger developers, the decrease is minimal and unlikely to result in significant impact,” remarked developer Ratnesh Goyal.
