NOC Required for Work Near Pune Metro Tunnel (20m Radius)

PUNE: Maha Metro has mandated that builders and property owners secure a No Objection Certificate (NOC) before commencing any construction within 20 meters of a Metro viaduct or tunnel. This regulation aims to guarantee that surrounding development does not jeopardize the structural integrity of the transit system.

Failure to obtain this clearance prior to initiating construction will result in severe repercussions, including potential legal actions and financial liability.

A Maha Metro official informed TOI that the requirement for an NOC before construction activities is already stipulated under the Metro Railways (Construction of Works) Act and the Unified Development Control and Promotion Regulations (UDCPR). “Following a recent excavation incident near the Metro tunnel in the Mandai area that caused structural damage, we are reiterating this requirement,” the official noted. A police report has been filed regarding the incident.

“We aim to prevent similar incidents that could endanger Metro infrastructure,” the official added.

Currently, two Metro lines are operational in Pune, covering approximately 33 km. The Vanaz to Ramwadi line is entirely elevated, while the PCMC to Swargate route features both elevated and underground sections.

The Metro administration urges developers and individuals to complete the NOC application process prior to any construction or excavation. Activities requiring the NOC include construction, demolition, redevelopment, all forms of digging (including borewell drilling), excavation, plinth work, or any project involving digging.

Even governmental agencies engaged in digging, laying cables, utilities, or other infrastructure projects near Metro tunnels or viaducts must seek an NOC.

Maha Metro has stated that applications for the NOC should be submitted to the planning department through the relevant authority. More information is available on the Pune Metro Rail website.
