Karnataka Plans Vertical Growth Ordinance for Apartment Residents


BENGALURU: In a significant move towards vertical growth, the government announced on Thursday its plan to implement the Karnataka Apartment Ownership and Management Act 2025 (KAOMA) and will soon issue an ordinance, a decision set to benefit numerous apartment residents.

During a debate on urban development in the assembly, Deputy Chief Minister DK Shivakumar stated that the ordinance would follow discussions with stakeholders and legislators.

BJP members, led by opposition leader R Ashoka, highlighted the long-standing demand among apartment residents for this legislation. Acknowledging this, Shivakumar remarked, “If it weren’t for a few clarifications, we would have already introduced the Act. Nonetheless, we will proceed with an ordinance. Prior to that, I will arrange a meeting with Bengaluru MLAs to address some concerns with you (Ashoka).”

Senior BJP member CN Ashwath Narayan urged the government to consider vertical expansion in light of the city’s land limitations. “It may seem like we’re aiding builders. However, by providing a higher floor area ratio (FAR), we can develop self-contained cities. The government should explore this direction,” he stated.

Agreeing, Shivakumar indicated a shift in the city’s growth model: “We’ve recognized that horizontal growth is no longer feasible, making vertical development essential. We will prioritize this approach through the BDA, with few exceptions,” he added, also calling for collaboration in developing a dedicated parking policy.

This initiative has been positively received by the Bangalore Apartment Federation. “We express our gratitude to both CM Siddaramaiah and DyCM DK Shivakumar for concluding the KAOMA discussions in the assembly… We believe this Act will promote greater transparency, accountability, and empowerment for millions of apartment residents across Karnataka,” stated Satish Mallya, president of BAF.
