Gurugram’s Palam Vihar: Illegal Housing Units Targeted


GURUGRAM: Authorities are set to seal numerous illegally constructed dwelling units in Palam Vihar. The Department of Town and Country Planning (DTCP) has also mandated the disconnection of electricity, water, and sewer services to these properties.

The director’s order emphasizes that previous actions were “insufficient” in addressing violations, requiring stricter compliance in the future.

This enforcement follows a directive from the Punjab and Haryana High Court issued in May 2025, in response to a petition by local residents. The court requested that authorities investigate the situation and issue a “reasoned order within six weeks.” In light of a new representation submitted in July 2025 by community members, including Palam Vihar RWA participants, the department reviewed reported violations in C2 Block of the colony. Residents claimed that several plot owners in Palam Vihar, located in Sector 3, constructed multiple dwelling units—up to four per floor—well beyond what the Haryana Building Code, 2017 permits.

Officials observed that these constructions have strained local infrastructure and caused inconveniences for the neighborhood. “Many illegal structures are still occupied,” the order noted, despite earlier enforcement attempts.

A report associated with the order identifies over ten properties with violations, including excess floor area ratios (FAR) and multiple units on single plots. Some cases have already been registered as FIRs between 2022 and 2024, while several buildings had been sealed previously but were later de-sealed after owners provided undertakings.

The discovery that occupancy certificates (OCs) were issued for some of these properties raises significant concerns regarding compliance and oversight. Authorities are now intensifying enforcement measures.

Under the new order, the district town planner (enforcement) has been instructed to seal all illegal constructions immediately, request that the sub-registrar impose restrictions on sales of such properties, and coordinate utility disconnections with DHBVN and MCG.

Additionally, the sub-registrar and deputy commissioner have been tasked with investigating illegal sale deeds involving multiple dwelling units to prevent future registrations.

The department has also proposed revoking the occupancy certificate for at least one property in C2 Block, indicating a move towards stricter future oversight.

This initiative is likely to affect numerous property owners and tenants living in these units as enforcement actions and utility disconnections commence in the coming days. Local residents’ groups have welcomed this decision, viewing it as a crucial step to uphold planned development norms in licensed colonies.
