Punjab to Develop Mohali as Tier-I IT Hub


CHANDIGARH: A session focused on Information Technology and IT-enabled Services took place on the final day of the Progressive Punjab Investors’ Summit 2026, positioning Punjab as a leading hub for tech investments and digital progress.

During the session, Seema Bansal, vice-chairperson of the Punjab Development Commission (PDC), stated, “The Punjab government is committed to establishing Mohali as a Tier 1 town within the IT sector.”

“The state administration is prioritizing key areas like governance, academia, and infrastructure to realize this vision,” she added.

Bansal also noted that several manufacturing firms in the state have begun incorporating AI technologies into their production processes.

Additional Chief Secretary for IT, Dhirendra Kumar Tiwari, highlighted the state’s substantial incentives for the IT industry outlined in the Industrial and Business Development Policy 2026.

He detailed important financial benefits for IT and ITeS units, such as a 75% net SGST reimbursement for 10 to 15 years and an employment generation subsidy of ₹5,000 per employee each month for five years.

“Investors can also benefit from a capital subsidy of up to 20% of Fixed Capital Investment, with a maximum limit of ₹10 crore, in addition to a complete exemption from electricity duty for 10 to 15 years,” he mentioned.

For Global Capability Centres, Tiwari stated, “The state is providing an increased employment generation subsidy of ₹7,500 per employee per month for five years for the first 10 units.”

He emphasized non-fiscal advantages, such as expedited clearances within 5 to 45 working days, exemption from the Punjab Apartment and Property Regulation Act (PAPRA) 1995 for all IT parks, relaxed setbacks, and unlimited Floor Area Ratio (FAR) on roads with a Right of Way of 45 meters.

A panel of experts, including Dr. Bimal Deep Singh from Infosys, Manipal Dhariwal, CEO of Netsmartz, Rajwinder Singh Boparai from US Logistics Private Limited, and Baljit Singh from Guru Nanak Dev Global University in Texas, shared their insights on the sector’s opportunities for Punjab.
