Haryana Supports Uniform Land Nomenclature in Revenue Records

CHANDIGARH: Haryana is enhancing transparency and accuracy in land administration. Dr. Sumita Misra, Financial Commissioner of the Revenue and Disaster Management Department, stressed the need for a uniform naming system for government lands in revenue records.

During her address to officials on Sunday, Misra underscored that standardizing ownership and cultivation entries in jamabandi records will reduce confusion and improve governance. This initiative follows earlier directives from the Revenue and Disaster Management Department in January and July 2021 to streamline land ownership entries across state government, central government, boards, corporations, panchayati raj institutions, and urban local bodies.

Misra pointed out that inconsistent terms like “provincial government” in the ownership column of jamabandi often caused uncertainties regarding true ownership. She instructed that such entries should uniformly state “Haryana government” where suitable, in alignment with the Haryana Land Records Manual, 2013. The reform aims not just for procedural consistency but also to foster transparency, legal clarity, and accountability in the management of public land.

Explaining the updated framework, Misra indicated that land owned by state government departments will list “Haryana government” in the ownership column, while the department of control will be explicitly noted in the cultivation column to eliminate confusion. For lands categorized as custodian, surplus, or nazul under the revenue department, the ownership will continue as “Haryana government,” with proper identification in the cultivation column of jamabandi to clarify the nature of oversight.
