Major Urban Expansion Planned in Haryana: HSVP to Acquire Land


GURUGRAM: The Haryana Shahari Vikas Pradhikaran (HSVP) has initiated an expansive land procurement plan aimed at developing new residential and commercial areas in the state, the first such effort in the city in 20 years.

This initiative seeks to alleviate pressure on existing urban centers while ensuring a consistent supply of serviced plots according to planned development norms.

HSVP aims to acquire approximately 1.8 lakh acres statewide, with 23,739 acres earmarked for the city, to be implemented in three phases. New sectors are anticipated to launch in the first half of 2026.

The procurement process will utilize direct purchase and consent-based methods. Landowners interested in selling can submit details of their plots via an online portal. Estate officers will verify the information for Phase One procurement.

A letter confirming this plan was issued on February 23, with land acquisition set to commence next month.

In Gurgaon, HSVP has pinpointed several high-growth corridors for future development, including the Southern Peripheral Road (Sectors 76-80), Dwarka Expressway belt (Sectors 99A-104), New Gurgaon along NH8 (Sectors 82A-86), and the Pataudi-Farukhnagar stretch (Sectors 88A, 89A, 95A, 95B). Collectively, these regions will require about 24,000 acres for phased development.

A recent meeting was held by HSVP to identify land for new sector development in the city. A senior HSVP officer stated, “It was agreed that the land procurement process will take place in phases, rather than all at once.”

Although no new residential projects were initiated by the authority in the last two decades, a total of 115 sectors were developed under the Gurgaon-Manesar Development Plan, with HSVP overseeing sectors 1-57. Consequently, most of the city, apart from the Southern Peripheral Road and Dwarka Expressway areas, has been developed by or falls under HSVP’s jurisdiction.

HSVP officials emphasize that this expansion is vital to address increasing housing demand, support forthcoming infrastructure initiatives, and enhance long-term urban planning across the region. Private developers have dominated real estate development in the last two decades, leading to skyrocketing property prices that are unaffordable for the average resident in Gurgaon.

In the first phase, around 17,358 acres from 51 sectors are expected to be procured, located in sectors 26, 36A, 37D, 59, 60, 61, 63, 63A, 67, 67A, 69, 70, 70A, 72, 76, 77, 78, 79, 79A, 79B, 82, 82A, 83, 84, 85, 86, 88A, 88B, 89, 89A, 90, 91, 92, 93, 95, 95A, 95B, 99, 102, 102A, 103, 104, 105, 106, 107, 108, 109, 110, 111, 112, 113.

In the second phase, over 5,000 acres are expected to be procured in Sohna and Gwalpahari in Gurgaon. In Sohna, 5,035 acres have been identified across sectors 2-12, 14, 17, 25, 28, 29, 30-36, while approximately 133 acres in Gwalpahari are anticipated for acquisition.

The third phase plans to acquire 1,203 acres in Farukhnagar.

HSVP’s prolonged hiatus over the past two decades was primarily attributed to a combination of land-related legal challenges, acquisition delays, changing policy priorities, and a preference for private developer-led urban progression.

In an important recent development during the assembly session, the state government dissolved the Haryana Housing Board and integrated it into HSVP, aiming to enhance operational efficiency, streamline housing delivery, and reinforce integrated urban planning. With this merger, HSVP will also take on the responsibility of developing housing for economically weaker sections, a role previously held solely by the housing board.

The establishment of new sectors is expected to alleviate some of the pressure from soaring land and housing prices. Years of restricted sector expansion allowed private developers to control the market, resulting in significant cost increases and densification of existing urban areas. “New HSVP sectors will create planned residential zones, larger road networks, public green spaces, commercial areas, and reserved land for schools, hospitals, police stations, and utilities—thereby enhancing livability while easing congestion in older sectors,” noted Sushant Sharma, a resident of Sector 40.

Plots set for auction at government-determined rates are likely to provide competitive options against private projects that have long shaped market trends. “The authority hasn’t developed new sectors in the past two decades, causing housing prices to skyrocket beyond the reach of ordinary citizens,” expressed Anand Yadav, a Sector 10 resident, advocating for a balance between private and government-led development.

Statewide Procurement

Earlier, Chief Minister Nayab Singh Saini approved the land procurement process across Haryana under the E-Bhumi Scheme in various urban estates with published draft/final development plans. HSVP has instructed its estate offices statewide to begin land procurement. A schedule for phased procurement has been prepared and sanctioned by HSVP’s chief administrator.
