BHUBANESWAR: The Odisha Real Estate Regulatory Authority (ORERA) plans to undertake visits to Chhattisgarh, Andhra Pradesh, and Telangana to study successful practices in the timely issuance of registration certificates for real estate projects.
Additionally, ORERA will hold weekly meetings with its officials responsible for registration to discuss and resolve issues, ensuring that property registration certificates are granted within the mandated 30-day timeframe.
This decision comes after ORERA received criticism for delays in issuing registration certificates, which are crucial documents affirming the authenticity of projects. The certificates are granted following a comprehensive review of land ownership and layout plans.
While the authority is required to issue these certificates within 30 days of receiving applications, some projects have experienced wait times exceeding 100 days. This led the government to convene a recent meeting to address the challenges and identify solutions.
“We will promptly address technical issues on the ORERA website. Periodic seminars and training for stakeholders will be conducted, and a pre-scrutiny facility will be offered to developers to aid in the submission of complete applications and reduce objections,” noted the meeting minutes accessed by TOI.
The absence of members from any resident welfare association at the meeting has raised concerns. “We are disappointed that ORERA did not invite homebuyers or their associations to the stakeholders’ meeting,” stated real estate expert Bimalendu Pradhan.
He emphasized that the housing and urban development department had explicitly instructed the inclusion of all stakeholders in the meeting. “Homebuyers are the majority and the most impacted stakeholders in the real estate sector. Their exclusion could lead to biased decision-making and increase the chances of future litigation,” Pradhan added.
An RTI response indicated that 72 projects failed to receive registration certification within the 30-day timeframe. Of these, 13 projects faced delays of over 100 days. “We are engaging experts and developing regulations to streamline the registration process,” an ORERA member remarked.
