Andhra Pradesh Seeks Bids for Amaravati Master Plan Phase II


VIJAYAWADA: The state government is advancing the second phase of its capital city project with a master plan following the initiation of the land pooling scheme (LPS) phase II, which aims to acquire nearly 16,000 acres in the capital region.

The government’s proactive stance indicates its focus on structured and accelerated development in the capital area.

The consultant will also need to create an economic plan for the capital city as part of the phase II master plan, alongside spatial and infrastructure plans. The Capital Region Development Authority (CRDA) has set a deadline for bid submissions on February 6.

The initial master plan for the first phase was designed by Singapore-based Surbana Jurong at no charge upon the request of Chief Minister Chandrababu Naidu.

After the change in regime in 2019, Singapore firms withdrew from the capital city projects, prompting the CRDA to open bids from globally recognized consultancy firms with a solid track record in large-scale urban planning and capital city development.

Sources indicate that the phase II master plan will provide a comprehensive and enforceable approach to land use, infrastructure planning, and zoning regulations. This will clearly categorize residential, commercial, institutional, industrial, and green zones to curb uncontrolled growth and unauthorized building.


The plan will incorporate major road networks, mass transit corridors, and essential utilities, including water supply, sewerage, drainage, and power infrastructure. A key focus of phase II is the construction of a global sports arena and an international airport.

The implementation of LPS phase II aims to facilitate organized growth of the capital city. By pooling around 16,000 acres, the government seeks to prevent chaotic development while offering landowners developed plots, civic amenities, and long-term value appreciation. Officials emphasized that the master plan would provide clarity for landowners, investors, and developers.

CRDA officials noted that the chosen global consultant would utilize GIS mapping, satellite imagery, and ground surveys to create an effective plan that aligns with anticipated population and economic growth. The phase II master plan will be cohesively integrated with the phase I layout to ensure consistent urban design.
